The response phase begins the moment a disaster strikes. It focuses on saving lives, reducing the impact of the hazard, and protecting essential services. Effective response depends on coordination between governments, emergency services, non-profits, and community volunteers.
Why It Matters in BC
Recent events have tested BC’s emergency response systems. In 2023, wildfires forced evacuations in Kelowna and Shuswap. In 2021, major floods cut off supply routes, isolating communities and requiring airlifts of food and fuel. Local governments must be prepared to lead or support the response.

What Communities Can Do
- Activate Emergency Operations Centres (EOCs)
- Mobilize Emergency Support Services (ESS) volunteers
- Issue evacuation alerts/orders via EmergencyInfoBC
- Coordinate with EMBC and regional districts
- Ensure inclusive response strategies for seniors, people with disabilities, and rural/remote residents
- Include economic development staff or organizations on EOC to address business impacts
